Total, targetted, and excluded
I down loaded the Lab's RIF analysis, put it into Excel, and have started to make charts and spreadsheet pages from it.
For instance, I have the percent of people targeted for layoff charted by skill set.
I may post some of these charts here later, once I figure out how to do it. ;-)

My group leader (sensible, truthful person) told us yesterday that the numbers in the "Target" column apply only to Phase I of the RIF.
After the 30 or so SSPs (voluntary RIFees) depart, LANS has to draft a new plan for Phase II (involuntary layoffs), submit it to DOE/NNSA, and then announce it to us when it's approved.
The Phase II plan will have all NEW NUMBERS.
So, don't get hung up on the numbers.

I assumed what your group leader told you in doing my analysis.
If I take the overall lab budget and try to make it balance, I get Phase I (voluntary), Phase II (involuntary), and many more phases until the numbers balance.
I did the numbers for a few reasons.
1. I wanted to be able to understand the numbers and chart them quickly as things change.
2. I wanted to know where the biggest cuts were likely to occur and who appeared to be protected.
3. I wanted to be prepared to help those who no longer worked at LANL.
4. I wanted some estimate of the damage that would be done to deliverables by the proposed cuts.
5. I wanted to see if science was being cut and not production.
So, I wanted a sketch of what was going to happen for the Lab.
The initial numbers, even if they change, gave me this sketch and allow my to predict the future more accurately.
For instance, there are more weapons scientists targeted than I expect. There may be a lower need for IM work because the scientists are gone. Pit production is protected. Entire groups are targeted. Scientific research is not encouraged. The total salary savings is not big enough to cover the shortfall ($70,000,000 saved versus $300,000,000 that needs to be saved.)
I disagree about the process you've described, ravenfriend. Recall the notification for the current RIF action - it was done by way of the Oct. 5 plan submittal to NNSA and how that started the 120-day clock? I'd be interested in knowing whether the Phase I plan, approved by NNSA, is separate from the Phase II plan. Perhaps one of the reasons the approved plan hasn't been publically released is that the Phase 2 and Phase 3 are essentially written, submitted, approved and awaiting implementation.

I do not have real facts, but I would be surprised if Phases 2, 3, etc. are not already written, approved, and ready to be implemented.
Given Bechtel and UC's records of managing other places, these plans are already in place and awaiting the right time to announce them.
Any luck finding a place or a way to post your charts or analysis on the data? Thanks in advance.
I think that I can make parts of the analysis into posts here and include some of the charts as jpeg pictures.
Now that you have asked for this information, I will try later today or tomorrow, to get parts of it on line.

I have no idea how LANS management is required to handle the process. I was merely passing along what I was told by one group leader. Sorry, but I don't know the source of this person's information.
